Elvie Hall, principal of Hall Labour Relations Services Professional Corporation, began providing consulting services to Employers in Long Term Care and Retirement Homes through Elvie Hall & Associates Inc. in 1988.  Hall Labour Relations Services Professional Corporation was created in 2008 (as a result of the “Access to Justice Act”, which required all persons who provide legal services to third parties to become licensed paralegals) and all services deemed to be “legal services” are provided through this entity.  All our consultants are paralegals and licensed by the Law Society of Ontario.

Elvie Hall & Associates Inc. continues to provide nursing leadership coaching, education programs, investigations into resident abuse and registered staff performance management (utilizing College of Nurses Standards/ Reflective Practice approaches).

Hall Labour have over 40 years of combined experience working in and consulting to the Long-Term Care and Retirement Home sector.  We understand the operational needs and how these relate to the labour relations and human resource demands in the sector.  The members of our team have long term care and or retirement operations experience and have held various positions within LTC /RH homes (including Director of Care and Administrator) and corporate offices (including Director and Vice President) prior to providing consulting services.

    • Educate supervisors in the application of the collective agreement and management rights

    • Represent clients at central bargaining process (ONA Nursing Homes Central and SEIU Nursing Homes Central)

    • Prepare implementation plan at the completion of bargaining and or award;

    • Advise on contract interpretation, grievance investigation and response, represent employer interests at grievance meetings as requested.

    • Design, negotiate and implement programs focused on improving attendance

    • Conduct in-house Education programs designed specifically to meet the development needs of the client. Includes front line staff programs and management.

    • Design and conduct salary surveys

    • Develop plans and policy

    • Design specifically for a client’s organizational needs and comply with Employment and Labour legislation

    • Assist in the development and implementation of sound policies and practices to maintain nonunion environment

    • Development of Employee based internal associations.

    • Advise on various workplace issues including performance management, discipline and terminations

    • Advise and represent as appropriate in wrongful dismissal claims, including small claims court actions.

Elvie Hall, Principal

Elvie has over 30 years experience in the retirement and long term care industries and is a Registered Nurse and Paralegal. Elvie is a licensed member of The College of Nurses of Ontario and a licensed Paralegal with The Law Society of Ontario. Elvie is also a member of the Paralegal Society of Ontario, a member of the U.S. Society for Human Resource Management (SHRM), and the Human Resources Professional Association of Ontario (HRPAO).

Her diverse employment background gives her a solid understanding of the human resource/labour relations issues that long term care/ retirement home operators face.  Over the span of her career, Elvie has held various senior positions, including Director of Operations and Vice President of Human Resources as well as holding positions as Long-term Care Home Administrator and Nurse Consultant. 

Elvie is a past President of the Ontario Residential Care Association and has served on various industry committees for the Ontario Long Term Care Association.  She applies practical common-sense principles (and humour) to everyday problems and issues faced by her clients.

In both unionized and non-unionized facilities Elvie is able to maintain positive employee relations and demonstrates a level of fluency and expertise when it comes to contract negotiations or resolving delicate human resource issues.

Andrew Hall­­, Consultant

Andrew has a Bachelor of Arts, Honours, in Political Science, with a concentration in Political Theory from Carleton University, Ottawa, Ontario. Andrew is a licensed Paralegal with the Law Society of Ontario.

In 2006, Andrew worked with the Ontario Public Service Employees’ Union as a Research Assistant and Payroll Representative in their Staff Relations Division. After leaving O.P.S.E.U., he joined Chartwell Seniors Housing REIT as a Manager Labour Relations – where he gained experience in working with union and non-union employee groups, completing preparation for and attendance at bargaining, arbitration and presentation of education sessions on topics of interest to front line staff and managers alike.

For Andrew's current clients, he represents them through various forums of labour relations such as Collective Bargaining, Mediation, Rights and Interest Arbitration, the Ontario Labour Relations Board and the Ontario Human Rights Tribunal. Beyond this, Andrew provides education and acts as a day-to-day resource for Human Resource and Labour Relations related issues.

Andrew acts as an Employer Nominee for a number of Employers that are subject to the Hospital Labour Disputes Arbitration Act.

When Andrew is not at work or helping clients, he enjoys spending time with his wife, son and daughter.
